Why? It depends how the drug-alyser works at the roadside, but from the article it appears there's an emphasis on emulating Norway, with blood samples being routinely taken after every collision. The above is correct.

Anywhere (including police stations) can be a "place of safety" as the definition under the Mental Health Act is open in its qualification.
