In all liklihood, all Merseyside PCSO's will be gone by September 2016.

I have sympathy with the PCSO involved. Two things come to mind. Firstly, the lack of awareness of the role and powers of PCSO's among the general public contribute to these kind of incidents. And the Traffic element within Merseyside was added AFTER we were PCSO's. So we weren' t ever 'technically' Traffic Wardens. But to make things more complex? Some traffic wardens were changed to become PCSO's and lost their traffic powers, but gained PCSO powers...before getting added the reduced PC...

And the only traffic powers designated and trained in Merseyside are obstruction, restricted areas of pedestrian crossing, dangerous position and cycling on pavement. Can't do the seatbelt OSCO and non ebdorsables are limited to obstruction and cycling on pavement. I agree. The changes are an attempt to cover us legally for some things we've been doing for a while. Trouble is, it creates new grey areas. Still, looks like progress.
