Acorn, The police must caution a person on arrest unless it's impractical to do so, and I imagine if a person is so drunk and disorderly that they need arresting then it's not practical to give the caution. Ya, it's the same on this side of the pond, I just don't buy "too drunk to understand a FPN"...

big brother, I'm under the impression that if someone is drunk & disorderly you can't give them a ticket as they're deemed not fit to understand what they're signing for and so must be arrested That's one nasty slippery slope, if they are too drunk to understand a ticket, then are they do drunk to ...

powdermonkey, he's 16, can't you issue him a FPN for something under your council's bye laws or some health or nuisance legislation for the eggs thing?

We've had a number of police services disband and be absorbed by the OPP here in Ontario ove the last 20 years, including some larger town forces such as Orillia City Police and Trenton/West Quinte Town Police

Private security has no business patrolling public streets, this should be left to PCs, PCSOs and Council Enforcement types.

This is more about reporting someone for an offence rather than a FPN, how does a PCSO report someone (process)? On this side of the pond, when I want to report someone for an offence rather than a FPN, it goes as follows -If I find the person on or about the scene, I can issue the summons to appear...

That's what it's called. It may be fine for minor things such as bullying amongst teenagers, neighbour disputes and the like, but I don't think it's appropriate for criminal damage.
