CSOs are not allowed to issue a community resolution in Northumbria. I only ever use them for first time offenders i.e. kiddie shoplifters, assaults etc. It would be frowned upon to use a community resolution if the offender is already in the criminal justice system. Typecastboy - nicking people off duty (when lawful) is completely honorable. I've done it as a PCSO and PC and shake the hands of people who do it who aren't even in the police! In Sussex PCSOs dont need authoity from a PC or a signature from a PC. They caution the person and they take full details on the form. It is classed as a detection. Have taken a headcam out before and they are fantastic. You look like a plonker, but the evidence it captures has resolved numerous false allegations against officers. Worth their weight in gold.
