It's the same all over the country. We've just been given the power to issue FPNs for parking in a restricted area outside a school, so we'll see if it makes a difference.

PCSOs cannot be designated the power to issue a PND for shop theft, so no there shouldn't be any issuing them.

Just carry on.
You can refuse to goto jobs that you aren't trained for or that seem dangerous and you're on your own. As for workshy colleagues, you can either let them get on with it and sooner or later they may be caught out, or you can report them. It's your choice.

I bought some Karimor black walking boots. Very comfortable, they can be resoled and they seem to be very hardwearing and they are waterproof. £45 from Sports direct, I was amazed.
We all wear them at work and nobody has had a bad pair.

It's worth checking the old law to see if it has been repealed. If it has, then no you cannot enforce it any longer. If it hasn't been repealed then it can still be enforced.
I seem to think it hasn't been repealed, but it'll need checking on PNLD.
