s5 POA amended, "insulting" removed

The change comes after a Home Office consultation on the impact of the word ‘insulting’ in the offence and whether it is consistent with the right to freedom of expression. The order to effect the change was laid in Parliament last month and the College of Policing has published new guidance to help officers understand what the change means for them.

(1) A person is guilty of an offence if he -
(a) uses threatening or abusive words or behaviour, or disorderly behaviour, or
(b) displays any writing, sign or other visible representation which is threatening or abusive,
within the hearing or sight of a person likely to be caused harassment, alarm or distress thereby.
